Affordable Health Care Act Impact on Defendants and Offenders (Information): OPPS has partnered with the Substance Abuse and Mental Health Services Administration (SAMHSA) and similar organizations to develop training and resources to help explain the new health care law and encourage uninsured defendants and offenders to apply for coverage. Open enrollment through the Health Insurance Marketplace runs from October 2013 through March 2014, with coverage beginning as early as January 1, 2014. The toolkit Getting Ready for the Health Insurance Marketplace is now available by clicking here. You can access and view the embedded 30-minute, interactive, online toolkit at your convenience. The toolkit has three sections. The first section describes the health care law, how it works, and why it is important for uninsured individuals with behavioral health conditions. The second section explains how the Health Insurance Marketplace works, how to apply for health coverage, and where to get help. The third section contains numerous communication ideas and materials that help to create awareness and motivation for uninsured individuals to enroll. Useful resources and materials can be downloaded directly from the toolkit. Among the many communication resources provided in the toolkit are articles, brochures, fact sheets, presentations, and videos. Many of the materials are available in multiple languages and customized for specific population segments, such as different ethnic/racial groups.

The Medicine Program was established by volunteers dedicated to alleviating the plight of an ever increasing number of patients who cannot afford their prescription medication. Their function, in cooperation with the physician, is to assist patients who may qualify to enroll in one or more of the many patient assistance programs now available. These programs provide prescription medicine free-of-charge to individuals in need, regardless of age, if they meet the sponsor's criteria. Those approved and enrolled, will have the medication sent to their doctor for dispensing. If the program's sponsor approves the application, medication will be received at no charge. To be approved for enrollment, some of the primary requirements are that the applicant has no insurance coverage for outpatient prescription drugs; the applicant does not qualify for a government program which provides for prescription medication, e.g. Medicaid; the applicant's income is at a level which causes a hardship when the patient is required to purchase the medication at retail.
