The United States District Court for the WDNC procures treatment services for federal defendants and offenders using Blanket Purchase Agreements (BPA). Required treatment services are in the areas of substance abuse, mental health, and/or sex offenses; particular solicited needs may include urine collection, individual and/or group counseling, Medication Assisted Treatment (MAT), physical examinations, outpatient and inpatient placements, medication, polygraph testing, therapy, etc. The counties composing our district are listed here by our office locations and a map listed below. • The Charlotte Office serves: Anson, Gaston, Lincoln, Mecklenburg and Union. • The Asheville Office serves: Avery, Buncombe, Burke, Cherokee, Clay, Cleveland, Graham, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga and Yancey. • The Hickory Office serves: Alleghany, Ashe, Burke, Caldwell, Catawba, Cleveland, Lincoln, Watauga and Wilkes. • The Statesville Office serves: Alexander, Alleghany, Ashe, Caldwell, Catawba, Iredell, Watauga and Wilkes. BPAs are valid for one year, with the option to extend an additional 2 years, for a total of 3 years. Our fiscal year begins October 1 and ends September 30. Our solicitation process begins in June of each year. The Request For Proposals (RFP) soliciting specified services are posted to this website, within the Treatment Solicitations tab, typically at the beginning of July each year. However, we suggest you visit the website often as amendments, unscheduled solicitations, updates and new information are uploaded regularly. Please note that in order to be eligible for award, all providers are required to have a physical location in the catchment area and be able to provide all services listed in the proposal.
